On Dec. 16, OFAC designated facilitators of support to DPRK, Russia.

  • OFAC, US Treasury designated nine individuals and seven entities that have provided financial and military support to the Democratic People’s Republic of Korea, Russia.
  • US State Dept sanctioned 3 targets related to the DPRK’s ballistic missile program.
  • Financial Facilitators Designations
  • Golden Triangle Bank, one of the largest financial institutions in DPRK’s Rason Special Economic Zone, used by foreigners to exchange foreign currency into local currency.
  • Korea Mandal Credit Bank, financial institution headquartered in Pyongyang, DPRK, facilitated procurement of supplies for entities that support the DPRK’s WMD program.
  • Choe Chol Ryong, representative of US-designated Korea Kwangson Banking Corporation, has been involved in bulk cash smuggling between China and the DPRK.
  • Kim Myong Jin, representative of US.-designated Korea Daesong Bank in Beijing, China, plays key role in facilitating Pyongyang’s illicit financial activities outside DPRK.
  • GTB, KMCB designated pursuant to EO 13810, operating in financial industry in DPRK.
  • Choe designated pursuant to EO 13382 for acting on behalf of designated entity KKBC.
  • Kim designated pursuant to EO 13551 for acting on behalf of Korea Daesong Bank.
  • Military Support Designations
  • Ri Chang Ho, head of DPRK Reconnaissance General Bureau (RGB), one of the DPRK generals known to be accompanying the thousands of DPRK troops deployed to Russia.
  • Ju Chang Il, director of the DPRK Workers’ Party of Korea’s Propaganda and Agitation Department, engages in censorship, agency responsible for newspaper and broadcast.
  • Kim Yong Bok is a senior general of the OFAC-designated Korean People’s Army, he is one of the DPRK generals known to be accompanying DPRK troops deployed to Russia.
  • Pak Jong Chon is a DPRK-based Vice-Chair of the WPK Central Military Commission, takes part in public events that are involved in the DPRK’s ballistic missile program.
  • Im Song Jin, a professor of physics at Kim Il Sung University, has engaged in commercial activity that generates revenue for Government of North Korea or WPK.
  • Kim Geum Cheol designated for being the president of Kim Il Sung Military University.
  • Ro Kwang Chol, current DPRK Minister of National Defense, assumed position in 2024.
  • Im designated pursuant to EO 13810 for being a North Korean person, engaging in commercial activity that generates revenue for Government of North Korea or the WPK
  • Others designated pursuant to EO 13687 for being officials of DPRK government, WPK.
  • Russian Petroleum Shipping Designations
  • Vostok Trading LLC, DV Ink LLC, and Novosibirskoblgaz LLC are Russia-based foreign trade companies that have shipped thousands of tons of oil and gas to the DPRK.
  • Designated pursuant to EO 13810 for engaging in oil, gas exportation to North Korea.
  • Sibregiongaz, AO, Russia-based parent company and owner of Novosibirskoblgaz LLC, designated pursuant to EO 14024 for operating in the Russian transportation sector.
  • Okryu Trading Company, DPRK-based foreign trade company, received oil shipments, designated pursuant to EO 13810 for operating in transportation industry in DPRK.
  • US State Dept Designations
  • Second Academy of Natural Sciences Foreign Affairs Bureau, a procurement entity supporting the DPRK’s defense research and design programs, US-designated MID.
  • Rim Ryong Nam and Kim Yon Hui, DPRK nationals involved in missile-related procurement of missile applicable items intended for use in ballistic missile program.
  • Designated pursuant to EO 13382 for engaging in proliferation of weapons for DPRK.
