On Oct. 28, POL GVT presented draft Digitalization Strategy to 2035.
POL GVT Deputy PM presented draft for Digitalization Strategy of Poland until 2035.
First such comprehensive document in the history of the country which is to be a plan for digital transformation for the next 10 years, now submitted to public consultation.
Its main goal is to improve the quality of life of citizens via digitalization.

Overview
In recent years, digitalization is no longer perceived as separate area of state activity or economic sector similar to many others, its horizontal nature increasingly noticed.
It affects almost all areas of functioning of society, state and the economy.
Sphere of digital technologies is key field of intensifying geopolitical rivalry, investment in area directly or indirectly translate into the level of state security.
Poland faces key goals for coming decade, must take into account, inter alia, changing landscape of national security and international environment, current trends and challenges in area of technology and regulation, specifics of Polish society, economy.
Polish ambitions and actions fit into context of noticeable increase in importance of digitalization on list of priorities of EU in recent years.
Plan for next 10 years is ambitious and covers every element of the functioning of the State, life of citizen and activities of enterprises.
Challenge in economic competitiveness, demography, state security and of its citizens, health mean intensive investment in digitization in many areas is no longer a choice.
Investment is a necessity, without which position of the country will clearly weaken.
But if digitization is given priority corresponding to importance, not only individual citizens will benefit but also Poland as a whole said Deputy PM, Digital Affairs Minister.
Goals for 2035
85% of citizens will have at least basic digital competences; 100% of public-use IT projects to be implemented in accordance with uniform standards and architectural recommendations of State Information Architecture.
100% of entities to perform public tasks work on electronic document management system; 100% of matters to be handled by these entities will be so electronically.
20 million Poles to have digital ID wallet; all key e-services available in mObywatel.
100 disease entities to be diagnosed using AI; at least 1.5 million ICT specialists.
100% of public administration to provide e-payments; 50% of companies to use AI tools while 5% of GDP will be set aside for digitalization from 2035.
Creation and Consultation
Document, created in Ministry of Digital Affairs in cooperation with other government administration offices, takes account of demands of social stakeholders and business.
Currently under public consultation, it will replace Integrated State Computerization Program and will be strategic basis for spending EU funds aimed at digitalization.
It will determine direction of negotiations covering upcoming financial perspective.
