OFAC Houthi-Related General Licenses

On Mar. 5, OFAC issued six Ansarallah-related general licenses.

  • OFAC issued general licenses GL 22A, GL 23A, GL 24A, GL 25A, GL 26A, and GL 28A on US-designated foreign terrorist organization) (FTO) Ansarallah, known as Houthis.
  • Follows Mar. 2025, US State Dept terrorist designation of Ansarallah, see #245785.
  • General License 22A
  • GL 22A authorizes all transactions prohibited by GTSR (31 CFR 594) and FTOSR (31 CFR 597), involving Ansarallah, necessary to provision of agricultural commodities.
  • Also for medicine, medical devices, medical devices, replacement parts and components for medical devices, or software updates for medical devices to Yemen.
  • The general license authorizing transactions for personal and non-commercial use.
  • Does not authorize financial transfers to any blocked person, other than for payment of taxes, fees, or import duties, purchase or receipt of permits, licenses, utility services.
  • General license 22A supersedes general license 22, dated Jan. 17, 2024, #198294.
  • General License 23A
  • GL 23A authorizes all transactions prohibited by GTSR and FTOSR related to the receipt or transmission of telecommunications within Yemen involving Ansarallah.
  • Does not authorize provision, sale, or lease of telecommunications equipment, technology, or capacity on transmissions facilities, such as satellite network activity.
  • Also does not authorize financial transfers to blocked person, other than for payment of taxes, fees, or import duties, purchase or receipt of permits, licenses, utility services
  • General license 23A supersedes general license 23, dated Jan. 17, 2024, #198294.
  • General License 24A
  • GL 24A authorizes all transactions prohibited by GTSR and FTOSR involving Ansarallah necessary to the transfer of noncommercial, personal remittances to or from Yemen.
  • Provided that the individual in Yemen is not blocked pursuant to GTSR or FTOSR.
  • Noncommercial, personal remittances do not include charitable donations for the benefit of an entity or funds transfers for use in supporting or operating a business.
  • Transferring institutions may rely on the originator of a funds transfer for compliance.
  • Does not authorize financial transfers to any blocked person, other than for payment of taxes, fees, or import duties, purchase or receipt of permits, licenses, utility services.
  • General license 24A supersedes general license 24, dated Jan. 17, 2024, see #198294.
  • General Licenses 25A
  • GL 25A authorizes all transactions prohibited by GTSR, FTOSR necessary to delivery, offloading of refined petroleum products for personal, commercial/humanitarian use.
  • Transactions authorized through 12:01 a.m. eastern daylight time, Apr. 4, 2025, provided the refined petroleum products were loaded on a vessel prior to Mar. 5, 2025.
  • Does not authorize commercial resale, transfer, exportation, or reexporation of refined petroleum products from Yemen, transactions otherwise prohibited by GTSR or FTOSR.
  • Also does not authorize financial transfers to blocked person, other than for payment of taxes, fees, or import duties, purchase or receipt of permits, licenses, utility services
  • General license 25A supersedes general license 25, dated Jan. 17, 2024, see #198294.
  • General License 26A
  • GL 26A authorizes all transactions prohibited by GTSR, FTOSR necessary to operation of, import or export of goods/transit of passengers through, ports, airports in Yemen.
  • Does not authorize transactions involving imports or exports of arms or related materiel, import or export of refined petroleum products, unless separately authorized.
  • Also does not authorize financial transfers to blocked person, other than for payment of taxes, fees, or import duties, purchase or receipt of permits, licenses, utility services
  • General license 26A supersedes general license 26, dated Jan. 17, 2024, see #198294.
  • General License 28A
  • GL 28A authorizes all transactions prohibited by GTSR and FTOSR involving Ansarallah necessary to official business of third-country diplomatic, consular missions to Yemen.
  • Does not authorize financial transfers to any blocked person, other than for payment of taxes, fees, or import duties, purchase or receipt of permits, licenses, utility services.
  • Or transactions otherwise prohibited by GTSR or FTOSR, unless separately authorized.
  • General license 28A supersedes general license 28 dated Feb. 16, 2024, see #198294.
  • Effectiveness
  • GL 22A, GL 23A, GL 24A, GL 25A, GL 26A and GL 28A are effective Mar. 5, 2025.
  • GL 25A transactions authorized through 12:01 a.m. eastern daylight time, Apr. 4, 2025
