UK DSIT published the Internet domain registry (prescribed practices and prescribed requirements) regulations 2024 (StIn 2024/1049), following a public consultation.

Overview
Sets out practices and requirements under section 124O of Communications act 2003.
Sections 124O-124R of the 2003 Act sets out powers of intervention where there is a serious relevant failure in relation to a qualifying internet domain name registry.
Prescribes requirements referred to in meaning of relevant failure in section 124O(3).
There will be a relevant failure in relation to a qualifying internet domain registry if the registry engages in the practices set out in reg 2, or if a registry’s arrangements for complaints about cybersquatting do not comply with the requirements in reg 3.
Section 124O(4) of 2003 Act sets out when a relevant failure is considered serious.
Consultation Response
Received 39 responses to this consultation from a wide range of stakeholders.
These stakeholders included domain name registries, domain name registrars, trade and business associations, charities and not for profit organizations, consultancies, commercial owners of domain names, devolved administrations, and other individuals.
Most stakeholders agreed with proposed list of misuses, unfair uses and proposals that underpin the design of the dispute resolution procedure, as shown in the consultation.
DSIT published the summary of consultation responses on Nov. 20, 2023 and policy response to the consultation on Feb, 22, 2024; both documents found on webpage.
Effectiveness
The regulations come into force on Nov. 12, 2024.
