  • VA LEG reported Governor Youngkin issued Executive Order 39 promoting transparency and efficiency in permitting, licensing to reduce wait times and costs.

  • Executive Order builds upon reform efforts of Office of Regulatory Management (ORM).
  • Order directs agencies to eliminate obsolete approvals; include approvals involving multiple steps on Virginia Permit Transparency (VPT) permitting dashboard.
  • Reduce the number and complexity of approvals through streamlining; and digitize and enhance the user experience for the approval application process.

  • Beginning on Dec. 13, 2024, each State agency must file a report with the ORM.
  • Report information for each type of approval and processing times for streamlining.
  • Agencies will produce a report of low volume approvals to be considered for elimination
  • All qualifying approvals must be incorporated into VPT, no later than Apr. 30, 2025.
  • The ORM will provide the agencies with standardized forms to conduct reporting.
  • Agencies shall report on their achievements by Jan. 31, 2025 and quarterly thereafter.
