MD INS Health Exchange Exemption


On Sep. 12, MD INS informed on exemption from benefit exchange.


  • MD INS issued Bulletin 24-23 to provide guidance to carriers regarding required filings for an exemption from participation in the Maryland health benefit exchange in 2025.
  • Carrier Exemption
  • If carrier requesting exemption based on aggregate annual premium, exemption shall be based on earned premium data for year 2 years before requested exemption year.
  • Exemptions from participation in individual exchange in 2025 will be based on calendar year 2023 total aggregate earned premium from all individual health benefit plans.
  • Carriers requesting exemptions from participation in the SHOP Exchange, Individual Exchange, or both for 2025 are required to file written requests to the Commissioner.
  • Requests must be signed by an individual with the authority to bind the carrier.
  • If exemption request is based on aggregate annual premium, exemption request is required to specify the applicable total aggregate 2023 earned premium for carrier.
  • If applicable, all carriers in the same holding company system for applicable market.
  • Exemption Deadline
  • Exemption requests based on aggregate annual premium are due on or before Dec. 15, 2024; requests based on student health plans are due on or before Feb. 1, 2025.
