Authorizes the Department of Homeland Security, FEMA to coordinate all disaster relief efforts with purpose of alleviating the hardship and suffering caused by the emergency.
Public Assistance Category B
Public Assistance emergency protective measures, limited to direct assistance and reimbursement for evacuation, shelter support to be provided at 75% federal funding.
Aid is for counties of Alachua, Baker, Charlotte, Citrus, Clay, Collier, Columbia, Dixie, Duval, Franklin, Gilchrist, Gulf, Hamilton, Hendry, Hernando, Hillsborough, Jefferson.
Category B emergency protective measures will be provided at 75% federal funding.
Counties include Bay, Bradford, Brevard, Calhoun, DeSoto, Escambia, Flagler, Gadsden, Glades, Hardee, Highlands, Holmes, Jackson, Okaloosa, Okeechobee, Orange, Polk.
In addition, for Santa Rosa, Seminole, St. Johns, Volusia, Walton, and Washington.
Aug. 11, 2024 FEMA Applying for Assistance
On Aug. 11, 2024, FEMA reported homeowners and renters in 10 counties who had uninsured damage or losses caused by Hurricane Debby may be eligible for FEMA aid.
FEMA may be able to help with serious needs, displacement, temporary lodging, basic home repair costs, personal property loss or other disaster-caused needs.
Homeowners and renters in Columbia, Dixie, Gilchrist, Hamilton, Lafayette, Levy, Manatee, Sarasota, Suwannee and Taylor counties are eligible to apply.
Follows White House approval of Florida disaster declaration on Aug. 10, 2024.

Aug. 13, 2024 SBA Offers FLA Disaster Aid
On Aug. 13, 2024, SBA offered disaster assistance to businesses, residents of Florida affected by Hurricane Debby starting Aug. 1, following the presidential declaration.
Small businesses, private nonprofits organizations in adjacent counties are eligible to apply EIDLs only: FLA Alachua, Baker, Charlotte, Citrus, DeSoto, Hardee, Hillsborough, Jefferson, Madison, Marion, Polk and Union GA Clinch, Echols and Lowndes counties.
Businesses and private nonprofits may borrow up to $2 million to repair disaster-damaged or destroyed real estate, equipment, inventory, and other business assets.
For small businesses, agricultural cooperatives, businesses engaged in aquaculture, and most private nonprofits, SBA offers EIDLs to help meet working capital needs.
EIDLs are available regardless of whether the business suffered any physical damage.
Loans up to $500k are available to homeowners to repair disaster-damaged destroyed real estate; homeowners; renters are eligible for up to $100k repair personal property.
Filing deadline for physical damage applications is Oct. 9, 2024; EIDLs May 12, 2025.

On Aug. 16, 2024, SBA publisheda federal register notice supplementing the presidential declaration of Aug. 10, 2024, regarding damages due to Hurricane Debby.
Number assigned for physical damage is 205338 and for economic injury is 205340.
On the same day, FEMA reported that assistance is available to renters, including students, with uninsured losses from Hurricane Debby in Columbia, Dixie, Gilchrist.
Also, Hamilton, Lafayette, Levy, Manatee, Sarasota, Suwannee, and Taylor counties.
May be able to help renters, homeowners with serious needs, displacement, temporary lodging, home repair costs, personal property loss or other disaster-caused needs.
Aug. 21, 2024 FEMA Madison County
On Aug. 21, 2024, FEMA added Madison County as eligible for disaster assistance.
Homeowners/renters with uninsured losses caused by Hurricane Debby can apply for FEMA disaster assistance, must provide FEMA with damage details and financial data.
If you have homeowners, renters or flood insurance, you should file a claim as soon as possible because FEMA cannot duplicate the benefits for losses covered by insurance.
If policy does not cover all disaster expenses, you may be eligible for federal help.
Aug. 22, 2024 SBA Additional Counties
On Aug. 22, 2024, SBA reported 2 counties added to Hurricane Debby disaster that began Aug. 1, making more businesses, residents eligible to apply for disaster loans.
Updated declaration now covers Columbia, Dixie, Gilchrist, Hamilton, Lafayette, Levy, Madison, Manatee, Sarasota, Suwannee and Taylor eligible for both Physical, EIDLs.
Small businesses and most private nonprofit organizations in the following adjacent counties are eligible to apply only for SBA Economic injury disaster loans (EIDLs).
Alachua, Baker, Charlotte, Citrus, DeSoto, Hardee, Hillsborough, Jefferson, Madison, Marion, Polk and Union in Florida and Brooks, Clinch, Echols and Lowndes in Georgia.
Survivors were encouraged to simultaneously apply for FEMA grants and SBA disaster loan assistance to fully recover from the consequences of the recent storms.

Sep. 11, 2024 FEMA Disaster Determination
On Sep. 11, 2024, FEMA published the notice of disaster declaration, amendment no. 1 and amendment no. 2 of the Florida Hurricane Debby disaster in the federal register.
Amendment 1 added Madison County for individual assistance (already designated for debris removal, emergency protective measures, including direct federal assistance).
Further, amendment 2 added Alachua and Jefferson Counties for individual assistance.
Added Columbia, Dixie, Gilchrist, Hamilton, Lafayette, Levy, Madison, Manatee, Sarasota, Suwannee, and Taylor Counties for permanent work (categories C-6).
Additionally, amendment 2 also added Baker, Charlotte, Jefferson, Leon, Union, and Wakulla Counties for Public Assistance, including direct federal assistance.
