White House approved a Missouri disaster declaration related to severe storms, straight-line winds, tornadoes, flooding from May 19 to May 27, 2024.
Eligibility
Action makes funding available to affected individuals in the counties of Barry, Butler, Carter, Howell, New Madrid, Ripley, Scott, Shannon, Stoddard, as well as Texas.
Assistance can include grants for temporary housing and home repairs, loans to cover uninsured property losses, and other programs to help individuals, businesses recover.
Funding also available to State and eligible local governments and private nonprofits on a cost-sharing basis for emergency work and the repair or replacement of facilities.
Aid is available in counties of Barry, Bollinger, Butler, Carter, Howell, Madison, McDonald, New Madrid, Oregon, Reynolds, Ripley, Scott, Shannon, Stoddard, Texas.
Funds are available on a cost-sharing basis for hazard mitigation measures statewide.
Additional designations may be made at a later date if requested by the State and if warranted by the results of further damage assessments by the SBA.
Jul. 24, 2024 SBA Disaster Assistance
On Jul. 24, 2024, SBA reported that disaster aid is now available to Missouri private nonprofits that provide essential services of a governmental nature due to May storms.
The loans are available in Barry, Bollinger, Butler, Carter, Howell, Madison, McDonald, New Madrid, Oregon, Reynolds, Ripley, Scott, Shannon, Stoddard and Texas counties.
The deadline to apply for property damage assistance is Sep. 23, 2024; as for economic injury disaster loans (EIDLs), the deadline to apply is Apr. 23, 2025.
SBA also made disaster loans available to Missouri businesses and residents.
For small businesses, agricultural cooperatives, businesses engaged in aquaculture and most private nonprofits, SBA offers EIDLs to help meet working capital needs.
Disaster loans up to $500k are available to homeowners to repair damaged real estate; homeowners/renters are eligible for up to $100k to repair damaged property.
Jul. 25, 2024 FEMA Guidance of Aid Application
On Jul. 25, 2024, FEMA issued guidance on applying for disaster recovery assistance for those impacted by severe weather and flooding that occurred on May 19-27, 2024.
Assistance applications may be made online, via telephone, or on a relay service.
Types of FEMA Assistance funding available include Serious Needs Assistance, Displacement Assistance, Home Repair or Replacement, and Rental Assistance.
Also includes Personal Property, Child Care, Transportation, and Moving and Storage.
FEMA Public Assistance also was authorized for governmental entities and certain nonprofit organizations to help repair/replace eligible disaster-damaged infrastructure.
Jul. 31, 2024 FDIC Financial Letter
On Jul. 31, 2024, FDIC reported publication of Financial Institution Letter FIL-50-2024.
Intended to provide regulatory relief to help financial institutions, facilitate recovery in areas of MO affected by severe storms, straight-line winds, tornadoes, flooding.
That caused significant property damage in areas of Missouri May 19 to May 27, 2024.
Work constructively with borrowers experiencing difficulties beyond control because of damage caused by severe storms, straight-line winds, tornadoes, and flooding.
Banks that extend repayment terms, restructure existing loans, ease terms for new loans with sound banking practices can contribute to the health of local community.
May receive favorable Community reinvestment act consideration for community development loans, investments, and services in support of disaster recovery.
Also will consider regulatory relief from certain filing and publishing requirements.
