  • Feb. 2025 Further Changes
  • On Feb. 4, 2025, UK GC made a formatting correction, i.e. update of implementation date for improving consumer choice on direct marketing, from Jan. 17 to May 1, 2025.
  • A further change to the Commission’s Licence Conditions and Codes of Practice (LCCP) will also pave the way for implementation of Government’s upcoming statutory levy.
  • From Oct. 31, 2025, all gambling businesses must prompt their customers to set a financial limit before they make their first deposit and make it easy to review this limit.
  • Also, operators whose customer funds are not protected in case of insolvency must actively remind consumers once every six months that their funds are not protected.
  • Currently, LCCP requires operators to make annual financial contributions to a list of research, prevention and treatment organisations which will be removed in the future.

On May 1, UK GC published detail of LCCP/RTS consultation outcomes.

  • UK GC published details of responses and conclusions from summer 2023 consultation on proposed changes to LCCP and RTS, for safer, fairer gambling outcomes.
  • Follows UK GC Jul. 2023 issued plans to make gambling safer and fairer, see #180490.
  • Consultation Outcomes
  • Proceeding with new LCCP requirement but not for land-based gambling/lottery sector.
  • Has also removed the need to stop marketing to those customers who have not set marketing preferences - the new requirements will come into force on Jan. 17, 2025.
  • Age verification test/think 21 to think 25 to go ahead as consulted from Aug. 30, 2024.
  • Remote game design proposals will largely go forward, with certain aspects amended.
  • Has removed bingo, virtual betting, and peer-to-peer poker: in force on Jan. 17, 2025.
  • Security audit update will proceed as per consultation, with one new control on information security for use of cloud services; tests to be completed by Oct. 31, 2024.
  • On financial vulnerability check and financial risk assessment, will not mandate a cap.
  • Light-touch check in force Aug. 30, 2024, ahead of lower threshold on Feb. 28, 2025.
  • Will run a pilot with the largest operators to test issues regarding new financial risk assessments, before deciding how these could take place: starts at end of Aug. 2024.
  • Extend and clarify personal management licences requirement, in force Nov. 29, 2024.
  • UK GC will not implement consultation proposals on changes to regulatory panels.

  • Five main key initial implementation dates, for a phased approach, starting from: Aug. 30, 2024; Oct. 31, 2024; end of Nov. 29, 2024; Jan. 17, 2025; Feb. 28, 2025.
  • Further consultations in this financial year to cover gaming machine tech standards.
