On Apr. 14, 2025, AST TAS NRE published Tasmanian operating requirements for electronic conveyancing (v7.1), and said these will come into effect on May 16, 2025.
On Dec. 6, AST TAS PRL registered rules on electronic conveyancing.
Follows AST TAS PRL Jun. 2023 enacted amendments to land titles act, see #175935.
Tasmanian Operating Requirements
TORR includes provisions on Tasmanian operating requirements; substitution of model operating requirements; publication by Registrar of a consultation or exposure draft of operating requirements does not constitute publication for purposes of the TORR.
Interpretation provisions of TORR states model operating requirements means the model operating requirements from time to time developed and published by AST ARNECC within the meaning of Electronic conveyancing national law (Tasmania) (act).
For purposes of s22 of act, the operating requirements determined under that section, for purposes of the act, are the requirements set out in model operating requirements.
The operating requirements determined under TORR take effect 20 business days after the operating requirements are published by Registrar on prescribed public website.
Tasmanian Participation Rules
TPRR includes provisions on Tasmanian participation rules; substitution of model participation rules; publication by the Registrar of a consultation or exposure draft of the participation rules does not constitute publication for the purposes of the TPRR.
Model participation rules means the model participation rules from time to time developed as well as published by AST ARNECC within the meaning of the act.
For purposes of s23 of act, the participation rules determined under that section, for the purposes of the act, are the rules set out in the model participation rules.
The participation rules determined under TPRR take effect 20 business days after the participation rules are published by the Registrar on a prescribed public website.
Effectiveness
TORR and TPRR each commence on Dec. 6, 2023.

On Feb. 8, 2024, AST TAS NRE published circular to inform it issued v6 of Tasmanian participation rules for electronic conveyancing (TPR) re above, in force Mar. 8, 2024.
Also to inform it issued v6.2 of Tasmanian operating requirements for electronic conveyancing (TOR), also in force Mar. 8, 2024, being 20 business days after Feb. 8.
TPR and TOR only relate to electronic conveyancing, ensure subscribers and electronic lodgment network operators (ELNOs) can prepare prior to its introduction in Tasmania.
TPR provides for eligibility criteria; role of subscribers; general obligations; system security, integrity obligations; compliance; additional participation rules; schedules.
TOR provides ELNO eligibility criteria; operation of electronic lodgment network (ELN).
