FIN UM issued consultation on draft proposal to Parliament for a law on the export control of dual-use products, and a law for amending chapter 46 of the Criminal code.
Follows EP, EU CNCL Nov. 2020 agreed export rules for dual-use items, see #90462.
Follows FIN UM Nov. 2022 dual-use product export control act reform, see #153279.
Summary
Proposes a new law, repeal of current law, changes to chapter 46 of the Criminal Code.
National supplementary rules are needed to apply Reg (EU) 2021/821 on EU control system for dual-use products export, brokering, technical assistance, transit, transfer.
Currently regulated nationally in Act on export control of dual-Use products, 562/1996.
Regulation of new law would correspond to principles/key elements of current law, but needs changes to structure, which are expected to enter into force in the fall of 2024.

Aug. 2024 Act Confirmed
On Aug. 16, 2024, FIN GVT said President confirmed law on the export control of dual-use products and the law on amending Chapter 46 § 1 and § 12 of the Criminal Code.
Ordered that the laws are to take effect on Sep. 15, 2024.
