  • On Jan. 8, 2025, HUD published Title I Letter 489 reporting adoption of URLA for Title I loan programs and introducing and requiring the submission of Form HUD-92900-TI.
  • Revises existing Title I policy requiring HUD-specific application and adopts new form.
  • New form requirement collects information similar to form HUD-92900-A for Title II loans and adds Title I specific questions to alleviate burden of program-specific form.
  • Replaces references to previous application forms HUD-56001 or HUD-56001-MH.
  • The policy changes will be incorporated into Handbook 4000.1 in forthcoming update.
  • Provisions may be implemented immediately but must be implemented for FHA case numbers assigned on or after 120 days from the date of this letter, i.e. May 8, 2025.

On Jul. 26, HUD issued manufactured home loan program collection.

  • HUD published request of extension of information collection FHA Insured Title I Property Improvement and Manufactured Home Loan Programs in federal register.
  • Purpose of this notice is to give 60 days of public comment for renewal and revision.
  • Program Overview
  • Title I loans made by private sector lenders and HUD-insured against loss from default.
  • HUD uses information about Title I loan borrowers to evaluate individual loans on their overall program performance and to determine insurance eligibility and claim eligibility.
  • Revisions
  • HUD is proposing adopting the Uniform Residential Loan Application (URLA).
  • Also, amending forms 56001 and 56001–MH to capture Title I Loan program-specific information which will simplify the form, avoid duplication, and reduce the burden.
  • This information is necessary for HUD to capture information effective in determining overall program performance, insurance and claim eligibility and risk management.

  • Comments on proposed information collection are due on or before Sep. 25, 2023.
  • Nov. 2024 HUD Standard Application
  • On Nov. 18, 2024, HUD posted draft letter to adopt uniform application form, for public review and feedback, stakeholders should review/provide feedback by Dec. 18, 2024.
