ASM GVT issued EO 008-2021 to establish a code of ethics for the executive branch.
The code of ethics will be produced in English and Samoan; employees will be provided a copy and be required to acknowledge receipt by signing and returning to supervisor.

Provisions
Established leadership requirements; all employees of the government are expected to be leaders, regardless of their position of leadership, and set an example for others.
Integrity ethics defined; employees may not accept tips/gifts to allow any person to bypass normal procedures; all employees who handle money must comply with rules.
Commitment ethics were established which included requiring employees to work and perform duties diligently; employees must treat every person equally with fairness.
Designated the territorial auditor as the chief ethics officer for the executive branch.
Required each agency to designate an ethics officer and defined officer responsibilities.
The chief legal counsel is designated as the ethics officer for the office of the governor.
Defined enforcement process; order violations must be reported to the ethics officer, director/head of involved agency, AG, human resources director, or territorial auditor.
Effectiveness
EO 008-2021 is effective immediately and will remain in effect until Jan. 3, 2025.
