House enacted bill H.R. 5334 imposing sanctions, tariffs, prohibitions related to Russia.
Bill entitled the Lindsey O. Graham sanctioning Russia and Iran act of 2026.
Concurrently, White House reported President Trump signed bill H.R. 5334 into law.

Bill Provisions
Requires the President to impose visa- and property-blocking sanctions on certain persons affiliated with or supporting the Government of the Russian Federation.
Including senior officials of the Russian government and military commanders, as well as foreign persons providing goods and services to the Russian defense industrial base
Imposes sanctions on financial institutions affiliated to the Russian government, including Central Bank of the Russian Federation, Sberbank, VTB Bank, Gazprombank.
Prohibits transfers of funds to or from the Government of the Russian Federation, for the direct or indirect benefit of officials of the Government of the Russian Federation.
SEC to prohibit securities of an issuer affiliated with Russian government or majority owned by the Russian government from being traded on US securities exchange.
US persons prohibited from making new investments in Russia, exporting selling or supplying certain categories of services identified by the Secretary of the Treasury.
Or approving, financing, facilitating, or guaranteeing a transaction by a foreign person if the transaction would be prohibited if performed by a US person or within the US.
Prohibits new investments in the energy sector in the Russian Federation, export of US energy products to Russia, provision of services to sanctioned financial institutions.
Importation of Russian uranium into the US is prohibited, importation of any uranium from Rosatom State Atomic Energy Corporation or any subsidiary or successor entity.
Imposes a 500% ad valorem duty on all Russian-origin goods, including oil, natural gas, LNG, petroleum, petroleum products, petrochemical products, coal, coal products.
Increases to 100% the ad valorem rate for goods imported from countries purchasing Russian oil or natural gas, top 5 countries facilitating Russian oil sanctions evasion.
Extends the Iran Sanctions Act of 1996 to 2031, and expands the eligibility for federal tax deductions of certain educator expenses to early childhood educators.

Effectiveness
Bill provisions become effective 30 days after enactment, i.e. Oct. 18, 2026; educator expense deductions provisions apply to expenses paid or incurred after Dec. 31, 2025.
Russia-related provisions shall terminate 5 years after enactment of the Act.
