EO titled bolstering efforts to bring home US hostages, wrongfully detained nationals.
Sanctions/blocks property of persons responsible for, complicit or engaged in ordering, controlling, or directing the hostage-taking or wrongful detention of a US national.
The Secretary of State shall publicly or privately designate or identify officials of foreign governments who are involved, directly or indirectly, in wrongful detentions.
Blocking Sanctions
New EO blocks property and interests of foreign person described in Section 6 of EO.
Said person must come within the possession or control of any US person or be in US.
Also the person is determined by the US State Dept, in consultation with the Secretary of the Treasury and the Attorney General, to meet one of the listed conditions.
One condition is the person is responsible for, complicit, engaged in directly/indirectly or responsible for ordering, controlling, directing hostage-taking or wrongful detention.
Alternatively, person attempted to engage in any activity described in EO or is or was a leader or official of an entity that engaged in or whose members engaged in same.
The person was found to have materially assisted, sponsored, or provided financial, material, or technological support for, or goods or services to or in support of activity.
Restricting US Entry
The entry into the US of persons that meet the above conditions or criteria, either as immigrants or nonimmigrants, is suspended, except per US Homeland Security order.
US State Dept implement this visa authority in consultation with Homeland Security.
Jul. 2023 White House Continuation of National Emergency
On Jul. 12, 2023, White House issued notice on the continuation of national emergency with respect to hostage-taking and the wrongful detention of US nationals abroad.
It will continue in effect beyond Jul. 19, 2023 for one year, until Jul. 19, 2024.

Jul. 2024 White House Continuation
On Jul. 16, 2024, White House issued notice re continuation of the national emergency with respect to hostage-taking and the wrongful detention of US nationals abroad.
Sent letter to the Speaker of the House and President of the Senate re continuation.
EO 14078 is to continue in effect beyond Jul. 19, 2024; extended to Jul. 19, 2025.
