  • The entry into force of the Disability Services Act would be postponed so the scope of the law can be specified, via a separate proposal, to ensure its legislative suitability.
  • FIN GVT's proposals concerns the Disability Services Act as well as the Act on Special Care for People with Intellectual Disabilities, in addition yet another four related laws.
  • FIN GVT's goal is to secure the fulfillment of the rights of all disabled persons and the availability of services, and Jan. 1, 2025 is proposed as new date of entry into force.
  • The purpose of specifying the scope is to secure the fulfillment of the rights of disabled persons and the availability of services, so the legislation does have positive effect.
  • It aims to ensure uniform application and equal access to services in across Finland.
  • Within the framework of the additional time, an assessment of both the fundamental and the human rights impacts as well as economic impacts would also be carried out.
  • In addition, entering the law into force at the turn of the year, it will make it easier to organize services, make information system changes, finance welfare areas and keep statistics on disability services, to be able to ensure the effectiveness of the legislation.
  • The proposals would also mean that, after the scope of application has been refined, more funding would be available for the implementation of the new disability services legislation than was previously allocated under the original plans, improving services.

  • Sep. 2023 Amending Proposal Published
  • On Sep. 1, 2023, FIN PRL published the proposal, introduced on Aug. 31, 2023 by FIN GVT, on the requirement for new legislation to postpone the entry into force of the new Disability Services Act and some related laws, under Article 72 of Constitution.
  • This will defer the introduction of the Disability Services Act through until Jan. 1, 2025.
  • The relevant legislation was passed on Aug. 31, 2023, under Decision STM/2023/84.
  • Sep. 29, 2023 Amending Proposal Passed
  • On Sep. 29, 2023, FIN GVT published confirmation that the President of the Republic had approved the relevant laws in relation to the deferral of the Disability Services Act.
  • The President of the Republic accepted the proposal put forward by FIN GVT and FIN PRL in relation to the various legal acts that were affected by the deferral decision.
  • These affected laws were all ordered to now enter into force, as from Sep. 30, 2023, although the availability of all the services under the laws will remain as Jan. 1, 2025.
