On Feb. 5, 2025, FIN YM published Act 15/2025 on the Law amending the act on the processing of environmental protection and water matters by regional state administrative agencies, which enters into force on Feb. 24, 2025.
Follows legislative process which involved a consultation period that ended on Aug. 12, 2024, and resulted in the receipt of a range of responses from various bodies.
The bill was submitted to FIN PRL on Nov. 11, 2024 and Act adopted on Jan. 17, 2025.
On May 7, FIN YM announced proposals for national point of contact.
FIN YM announced legislative drafting is in progress which relates to a proposal for a contact point for critical raw materials projects and priority for strategic projects.

Proposals
The proposed provisions would implement at national level Reg 2024/1252 which establishes a framework for a secure and sustainable supply of critical raw materials and amending Regs 168/2013, 2018/858, 2018/1724 and 2019/1020.
The project prepares provisions to appoint a national point of single contact referred to in EU critical raw materials Reg 2024/1252, enabling it to carry out the tasks set for it.
Lays down national procedures for permitting strategic projects referred to in the reg.
Effectiveness
Reg 2024/1252 requires the designation of a national point of single contact nine months after the entry into force (May 23, 2024) of the regulation.
Jun. 2024 Bill Consultation
On Jun. 20, 2024, FIN YM consulted on bill re contact point for critical raw materials projects and priority of strategic projects; planned to apply from Feb. 24, 2025.
The missions and tasks of the national central point of contact would be defined by the proposed regulations for the Regional Administrative Agency of Northern Finland.
Proposal to stipulate the priority of permit applications for strategic projects in the permit procedures according to the Environmental Protection Act and the Water Act.
And the urgency of appeals regarding those applications lodged in the Appeals Court.
Comments on the bill can be submitted online until Aug. 12, 2024.
