On Jun. 6, Thai CB finalized rules on leasing and hire purchase of cars.
Thai CB said Royal decree on the business of leasing and hire purchase of cars and motorcycles under Financial institution business act B.E. 2551 (2008) is gazetted.
Follows Thai CB Aug. 2022 proposed rules on cars hiring and purchasing, #145835.
Key Provisions
The Royal decree applies to all business operators who are juristic persons providing hire-purchase and leasing services for cars and motorcycles as a normal business.
However, this does not apply to business operators who have specific regulatory agencies and laws, such as commercial banks, and specialized financial institutions.
Duties of business operators including reporting to the Thai CB, complying with business principles and consumer protection and reporting business information.
Effectiveness
The decree comes into effect on Dec. 2, 2025, 180 days from gazette publication.

Thai CB will consult on reporting criteria above before Royal decree comes into effect.
