IDN Customs said it issued regs on customs and excise bookkeeping, audit obligations.
Namely, PMK 104/2024 on customs and excise bookkeeping guidelines, and PMK 114/2024 on customs and excise audits, which replace the previous 2016 regulations.
Description of Regulations
New bookkeeping rules mandate customs and excise service users to maintain proper books, test reg compliance, accommodate audit needs, and ensure business continuity.
Director of Customs and Excise Audit gains authority to request financial statement information to mitigate audit risks and conduct reviews; customs authorities can request financial statements for supervision, facilities, and services purposes.
Rules introduce administrative penalties including fines and customs access blocking.
PMK 114/2024 provides a comprehensive framework for customs and excise audits, including audit sampling techniques for physical inventory inspection; guidelines modify audit periods to prevent expiration of import documents during field auditing.
In addition, the regs introduce special reporting requirements for terminated audits.
Effectiveness
PMK 104/2024 effective from Dec. 19, 2024; PMK 114/2024 takes effect Mar. 1, 2025.
