On Sep. 10, JOR GVT issued law amending real estate ownership law.
JOR GVT published Law No. 17/2026amending the Real Estate Ownership Law, to be read alongside Law No. 13 of 2019.
Main Provisions
Definition of Registrar and Method clarified and expanded to include various types of roads, passages, bridges; as well as public and private spaces related to real estate.
New provisions allow for use of electronic means for submitting applications, approvals, decisions re real estate transactions, including e-signatures and digital documents.
Registrar is authorized to issue electronic and paper-based certificates and documents.
Formation, powers, and procedures of committees responsible for resolving real estate disputes and removals of common ownership have been detailed, including the use of electronic communication and digital signatures.
Procedures for forced sales, auctions, and the rights of co-owners have been outlined, including the process for notification and the calculation of compensation.
Law sets limits on compensation and clarifies the process for determining the value of expropriated property, considering factors such as location, area and quality.
Also addresses acquisition of property through auction by creditors and disposal periods, which may affect banks and secured lenders.
Specific rules apply to agricultural plots in the Jordan Valley, including registration requirements and exceptions for certain types of land and ownership.
Director is empowered to issue instructions governing methods of payment in real estate transactions, including cash thresholds and electronic payment methods; this could have AML, payments, and operational implications for banks.
Effectiveness
Law enters into force 30 days after publication, i.e., on Oct. 10, 2026.
