Requires a contract between health insurer and health care provider after Jan. 1, 2025 to authorize a provider to separately bill for immediate postpartum contraception.

Prohibits provider contract from considering services payment for obstetric procedure.
Imposes state-mandated local program because act creates as new crime or infraction.
Requires the State to reimburse local agencies and school districts for certain costs.
