MD INS issued Bulletin 25-1 on Affordable care Act (ACA) form, rate filing instructions.
Provided guidance to carriers regarding filing requirements for the individual and small employer form and rate filings for plan/policy years beginning on or after Jan. 1, 2026.
Form and Rate Filing Guidance
Form and rate filings related to the individual health benefit plans sold on and off the exchange must be submitted by Mar. 3, 2025, and May 19, 2025, respectively.
Form and rate filings related to the small employer health benefit plans sold on and off the exchange must be submitted by Apr. 1, 2025, and May 19, 2025, respectively.
Individual/small employer dental plans forms and rates must be sent by May 1, 2025.
Instructions for required benefits and exclusions in Bulletin 15-33 of 2015 will apply to the 2026 plans, Bulletin 25-1 also included outlined requirements for form/rate filings.
Does not apply to discriminatory benefits and exclusions discussed in Bulletin 23-5.
