US Treasury UOC on Offerings, Auctions, Bids

US Treasury issued final version of the Uniform Offering Circular for the Sale and Issue of Marketable Book-Entry Treasury Bills, Notes, and Bonds ("UOC" or "auction rules").
Updates Electronic Code of Federal Regulations Title 31 - Money and Finance: Treasury (31 CFR 356.2, 31 CFR 356.11, 31 CFR 356.14, 31 CFR 356.15, 31 CFR 356.20, 31 CFR 356.21, 31 CFR 356.23, and 31 CFR 356.31).
Amendments
Make technical changes to several sections of the UOC to remove outdated references and to be consistent with Treasury's current auction terminology.
Modify the requirements for submitting noncompetitive customer bid.
Submitters will now be required to provide all customer bid information prior to the noncompetitive auction close.
Effectiveness
Final rule is effective as of Nov. 15, 2026.
