On Oct. 15, 2026, IDN FSA issued a press release on regulation POJK 17/2026 on commercial bank business plans, promulgated and in effect from Sep. 30, 2026.
POJK 5/2016 is revoked, but its implementing provisions stay in force insofar as consistent with the new regulation.
Banks first apply the new rules to the 2028 business plan, the realization report for Q1 2028 and the supervisory report for H1 2028.
The 2027 plan and reports follow POJK 5/2016, with divestment plans and planned changes to business funds of foreign bank branches given as other information.
On Apr. 6, IDN FSA proposed regulation covering bank business plans.
IDN FSA drafted amendment to IDN FSA Regulation on Commercial Bank Business Plans.
The draft is meant to make bank business planning more realistic, risk-based, digitally aware, and aligned with newer prudential, governance, reporting, and strategic planning requirements.
Proposal
Banks would have to prepare an annual business plan covering both a 1-year and 3-year horizon, with plans that are measurable, achievable and aligned with prudential standards, governance, risk management, and broader strategic plans.
Banks with sharia units must include a dedicated sharia plan.
The plan must be prepared by the directors, approved by the commissioners, implemented effectively, and communicated internally and to shareholders; commissioners must oversee implementation.
Required content is extensive, including executive summary, management strategy, current risk/governance profile, financial and ratio projections, funding and lending plans.
As well as capital actions, investments/divestments, HR and organization plans, product plans, branch network plans, and other material information.
The draft puts clear weight on digital transformation, including IT development, digital banking strategy, partnership models, ecosystem cooperation, and technology investment.
Banks must submit the annual plan by Nov. 30 before the plan year; changes are allowed once per year by Jun. 30 if significant factors affect performance, and IDN FSA can require further adjustments.
Banks must also file quarterly realization reports and semiannual supervisory reports, explaining plan-versus-actual deviations and follow-up actions.
Non-compliance can lead to written warnings, possible health-rating downgrades or business restrictions, and in some cases an IDR 100mn fine for failure to correct incomplete submissions.
Transitionally, some new disclosures start with the 2027 plan filed by Nov. 30, 2026, while the full new framework first applies to the 2028 plan filed by Nov. 30, 2027.
The old POJK 5/2016 would be revoked when the new rule takes effect.
Effectiveness
Comment period for the consultation closes on Apr. 17, 2026.
