  • On Jan. 28, 2025, EU CNCL issued Dec (CFSP) 2025/155 of Jan. 27, 2025 amending Dec 2011/72/CFSP concerning restrictive measures directed against certain persons and entities in view of the situation in Tunisia, extending sanctions to Jan. 31, 2026.

  • On basis of a review of the list set out in annex I to regulation 101/2011, annex should be supplemented with information on rights of defense and right to judicial protection.
  • Annex I to regulation (EU) 101/2011 should therefore be amended accordingly.
  • Decision
  • And on the basis of a review of decision 2011/72/CFSP, restrictive measures set out therein should be extended until Jan. 31, 2021 and annex should be supplemented with information regarding rights of defense and right to effective judicial protection.

  • Also issued notice for persons subject to restrictive measures in dec 2011/72/CFSP.
  • Having reviewed the list of designated persons, Council has decided that the persons that appear in annex to dec 2011/72/CFSP, as amended by dec 2020/11, and in annex I to Reg 101/2011, as implemented by Reg 2020/115 should continue to be included.
  • And notice for the attention of data subjects to whom restrictive measures apply.

  • Jan. 2021 Sanctions Extended
  • On Jan. 25, 2021, EU CNCL issued regulation 2021/49 and decision (CFSP) 2021/55.
  • Both dated Jan. 22, 2021, on restrictive measures in view of the situation in Tunisia.
  • Amended decision 2011/72/CFSP and regulation 101/2011, effective Jan. 26, 2021.
  • Provided for the restrictive measures to be extended once more, until Jan. 31, 2022.
  • Entries for four persons were deleted and the information regarding the rights of defense and the right to effective judicial protection were updated for two persons.
  • Jan. 2022 Sanctions Extended
  • On Jan. 28, 2022, EU CNCL issued regulation 2022/113 and decision (CFSP) 2022/118.
  • Both dated Jan. 27, 2022, on restrictive measures in view of the situation in Tunisia.
  • Amended decision 2011/72/CFSP and regulation 101/2011, effective Jan. 29, 2022.
  • Provided for the restrictive measures to be extended once more, until Jan. 31, 2023.
  • Replaced 3 entries (7, 29, 42) in section A list of persons and entities in article 2.
  • Amendments made to the following entries in section B: 25, 26, 30, 31, 33, 34, 46.
  • Aug. 2022 Individual Removed
  • On Aug. 5, 2022, EU CNCL issued removed an individual from Tunisia sanctions list.
  • On basis of a Council review, the entry for Montassar Ben Habib Ben Bouali Ltaief and information re rights of defence and to effective judicial protection should be deleted.
  • Published implementing regulation (EU) 2022/1356 of Aug. 4, 2022 implementing regulation (EU) 101/2011 concerning restrictive measures directed against certain persons, entities and bodies in view of the situation in Tunisia in the EU official journal.
  • And decision (CFSP) 2022/1367 amending decision 2011/72/CFSP on restrictive measures directed against certain persons and entities in view of situation in Tunisia.
  • Decision and regulation enter into force the day after publication in the official journal.
  • Jan. 2023 Extended and Amended
  • On Jan. 24, 2023, EU CNCL decided the information in annex I should be amended for 5 persons, and the identifying information should be updated for 4 other persons.
  • On the basis of a review, restrictive measures should be extended until Jan. 31, 2024.
  • Council Implementing Reg 2023/156 of Jan. 23, 2023, implements Reg 101/2011 and Council Dec (CFSP) 2023/159 of Jan. 23, 2023 amends Dec 2011/72/CFSP concerning restrictive measures against persons, entities and bodies in view of situation in Tunisia.
  • Decision and regulation enter into force on day after publication in the official journal.
  • Feb. 2023 Third Countries' Alignment
  • On Feb. 24, 2023, EU CNCL issued a statement on the alignment of certain countries.
  • Candidate countries North Macedonia, Montenegro, Serbia, Albania, Ukraine, Republic of Moldova, Bosnia and Herzegovina; potential candidate country Georgia; and EFTA countries Iceland, Liechtenstein, Norway, members of the European Economic Area, align themselves with Dec (CFSP) 2023/159, and will ensure national policies conform.

  • Jan. 2024 Removal of 3 Entries
  • On Jan. 30, 2024, EU CNCL issued Dec (CFSP) 2024/421 of Jan. 29, 2024 amending Dec 2011/72/CFSP and Reg 2024/426 of Jan. 29, 2024 implementing Reg 101/2011 re restrictive measures against persons, entities, bodies in view of situation in Tunisia.
  • Extending sanctions regime until Jan. 31, 2025 and removing 3 entries from the list.
  • Oct. 2024 Humanitarian Clause, Entries Update
  • On Oct. 9, 2024, EU CNCL issued Dec (CFSP) 2024/2664 amending Dec 2011/72/CFSP and Reg 2024/2663 implementing Reg 101/2011 concerning restrictive measures directed against certain persons and entities in view of the situation in Tunisia.
  • On the basis of a review, entries for two persons and the information regarding their rights of defense and their right to effective judicial protection will be deleted.
  • EU CNCL also decided that a review clause related to humanitarian exceptions should be introduced following the adoption of Dec (CFSP) 2023/2686 (see #192788).
  • Jan. 2025 Measures Extended
  • On Jan. 28, 2025, EU CNCL issued Dec (CFSP) 2025/155 of Jan. 27, 2025 amending Dec 2011/72/CFSP concerning restrictive measures directed against certain persons and entities in view of the situation in Tunisia, extending sanctions to Jan. 31, 2026.
