On Jan. 24, RUS CB proposed updates to payment infrastructure rules.
RUS CB proposed ord amending ordinance 6470-U on forms and methods of compiling, the procedure and terms for the submission by payment infrastructure service operators, money transfer operators of reporting on ensuring the protection of information when making money transfers.
Follows, RUS CB Mar. 2023, payment infrastructure operators rules, see #165563.
Amendments
Amendments are are related to amendments in law 161-FZ on the national payments system and the issuance of reg 821-P on money transfer requirements procedures.
The updated requirements of law 161-FZ, effective from Jul. 25, 2023, are incorporated into the Reporting Methodology starting from the III quarter of 2024.
Includes modifications to reporting forms 0403201, 0403202, and 0403203, covering information on payment systems, compliance assessment for payment service operators, and events related to information security breaches in money transfers.
Effectiveness
The anticipated effective date for changes in reporting forms 0403201 and 0403202 is Jan. 1, 2025 and feedback and comments are expected by Feb. 7, 2024.
Aug. 2024 Update
On Aug. 28, 2024, RUS CB issued ord 6741-U amending ord 6470-U, in force Jan. 1, 2025, and certain paragraphs of ord 6470-U are in force until Oct. 22, 2024.
