On Jul. 22, FR GVT amended Decree 2026-105 on consumer credit.
FR GVT issued Decree no. 2026-643 of Jul. 21, 2026, published in Journal Official on Jul. 22, 2026, amending Decree no. 2026-105 of Feb. 19, 2026 on consumer credit.
The decree is a targeted technical amendment, containing only three articles and making a single substantive change to Article 30 of the Feb. 2026 decree.
This governs transitional arrangements for entry into force of new consumer credit framework transposing EU Directive 2023/2225.
First amendment clarifies that the Nov. 20, 2026 entry-into-force date applies specifically to credit contract offers emitted from that date onwards. not merely to contracts signed from that date.
Second amendment adds that contract offers emitted before Nov. 20, 2026 are to be treated as contracts already in force, ensuring they remain governed by prior regulatory framework rather than the new one.
Together, these two clarifications resolve an ambiguity in original transitional provisions: dividing line between old and new regime is date of the offer, not date of signature or execution, which is particularly relevant for offers outstanding at moment of entry into force.
The amendments apply in New Caledonia, French Polynesia and Wallis and Futuna (Article 2), consistent with the territorial scope of the parent decree.
