Summary
Autonomous list currently in place applies to 15 persons and 7 groups.
Designations are subject to asset freeze, while individuals are under travel ban to EU.
Additionally, EU persons and entities are forbidden from making funds, financial assets or economic resources available to them.
Measures are complementary to those imposed by UN against ISIL/Da’esh, Al-Qaeda.

On Oct. 28, 2025, EU CNCL issued Dec (CFSP) 2025/2207 of Oct. 27, 2025 amending Dec (CFSP) 2016/1693 concerning restrictive measures against ISIL (Da’esh) and Al-Qaeda and persons, groups, undertakings and entities associated with them.
Decision enters into force on the day following publication in OJ, on Oct. 29, 2025.
