On Jan. 23, RUS PRL proposed administrative penalties for data leaks.

  • RUS CB adopted bill 502104-8 on amendments to the code of administrative offenses, in order to strengthen liability for leakage of personal data.

  • At the same time, the risks have increased: cases where personal data falls into the hands of fraudsters have become more frequent and we see more citizen complaints.
  • The bills adopted introduce fines for firms that leak personal information of citizens.
  • They will account for up to 3% of revenue along with criminal liability for such actions.
  • For a violation committed for the first time, officials can be fined up to 2mn RUB, legal entities - up to 15mn but the amount of fines differs based on the scale of leaks.

  • On Nov. 27, 2024, RUS TEL announced that law 420-FZ on amendments to the code of administrative offenses was approved by the State Duma of the Russian Federation.
  • The law enters into force on May 29, 2025 (180 days after official publication).
