On Dec. 10, IND SEBI revised guidelines re market infrastructure.
IND SEBI revised Guidelines for capacity planning and real time performance monitoring framework of market infrastructure institutions (MIIs), to ensure MIIs continuously assess, and monitor, system capacities for smooth market operations.
Guidelines Overview
MIIs have to adopt proactive, future-ready approach for capacity planning, considering factors including historical trends, projected transaction volumes, business growth.
Installed capacity must be at least 1.5 times, projected peak load calculated for next 60 days; stress testing must be conducted quarterly to evaluate performance.
IT systems must support scalability and real-time monitoring with thresholds for proactive issue detection, with action required if utilization exceeds 75% for stock exchanges and clearing corporations or alternatively over 15 days for depositories.
MIIs are directed to develop capacity planning and real-time performance monitoring policy, must be approved by standing committee on technology, governing board.
Policies, real-time monitoring mechanisms, shall be reviewed annually; performance requirements must be incorporated into service level agreements (SLAs) with vendors.
Effectiveness
Circular provisions take effect Dec. 10, 2024, however, capacity planning methodology outlined in clause 3.1 shall come into three months from that date, i.e. Mar. 10, 2025.
