AST VIC ECA published Customer Information Bulletin - 243, setting out updated requirements for Victorian land title registration.
Updates cover electronic lodgment of residual documents, evidence requirements for Transfer of Land Act 1958 (TLA) ss47 and 84(2) applications, duty referral for s 60 vesting orders, and register maintenance.
The updated Guide to Residual Documents (v 14), adding 25 new instrument types for electronic lodgment network (ELN) lodgment and revising 15 existing requirements.
From Oct. 26, 2026, available instrument types must be lodged via ELN; the generic residual document will not be accepted for those instrument types.
Application Evidence Requirements
From Oct. 26, 2026, existing supporting evidence requirements for S47 and S84 (2) applications will be replaced by a single statutory declaration.
S84(2) applies where a discharge of mortgage cannot be obtained from the mortgagee per s84(2)(b); s47 applies where a s45 transfer of land cannot be obtained per s47(1)(c).
The prescribed proforma must be used for each section; applications without it will be stopped. Customers are encouraged to use the proforma before Oct. 5, 2026.
Both sections are discretionary and not substitutes for ordinary conveyancing; each has statutory preconditions (s47(1)(c) and s84(2)(b)).
Vesting orders under TLA s60 must be referred to AST VIC Tax for duty assessment after all requisitions are satisfied and registration is approved by the Registrar.

Electronic lodgment mandate and TLA application changes take effect Oct. 26, 2026.
