VIE CB proposed circular amending circular 18/2025/TT-NHNN regulating collection, exploitation, and sharing of information of the information system serving the supervision of the operations of people's credit funds and microfinance institutions.
Follows VIE CB Jul. 2025 issued rules on supervisory information system, see #264663.
Proposed Amendments
Proposed clearer scope for what VIE DEP and the Vietnam Cooperative Bank can access, as well as personal data protection obligations.
Plus, a new provision allowing depositors at people’s credit funds to look up their own deposit records in the supervisory system, and a process for flagging discrepancies.
Appoints the Department of Information Technology and Department of Safety of Credit Institutions to create a lookup system, develop user guidelines and monthly reports.
Additionally, various standardized proposal processes that harmonize how particular units and departments request changes to the system's data requirements.

On Oct. 12, 2026, VIE GVT published circular 55/2026/TT-NHNN from VIE CB which amend and supplement a number of articles of Circular No. 18/2025/TT-NHNN.
The amendments take effect beginning Nov. 26, 2026.
