On Feb. 22, EU CNCL added 6 persons, 1 entity to EU sanctions list.
EU CNCL imposed measures against 6 individuals and 1 entity for actions aimed at destabilizing or threatening the sovereignty and independence of Republic of Moldova.
Follows EU CNCL May 2023 added entries re Moldova sanctions, see #174476.
Measures
Paramilitary organization the Association of People with Epaulettes Scutul Poporului made repeated attempts to undermine Moldova’s democratic government including through inciting riots and violent demonstrations, as well as its leader.
Other sanctioned individuals include the deputy head of the Russian Federal Security Service Department of Operational Intelligence responsible for Russia’s covert operations in the Republic of Moldova notably in the Transnistrian region since 2016.
Also sanctioning executives of media trusts owning several media channels, that frequently promote messages aimed at obstructing the democratic political process.
The list also includes other individuals engaged in the dissemination of disinformation and inciting violence and fear, or linked to the Bank Fraud case.
All subject to asset freeze, EU citizens/companies banned from making funds available.
Plus, 6 individuals subject to a travel ban so entry and transit through EU prohibited.
Moldova destabilization efforts surged amid Russia's aggression against Ukraine, and represent a direct threat to the stability and security of the external borders of the EU.
EU remains resolute in supporting Moldova, its resilience, security, stability, economy, energy supply in the face of destabilizing activities instigated by external actors.

Oct. 2024 Transnistrian Region
On Oct. 29, 2024, EU CNCL issued Council Dec (CFSP) 2024/2782 of Oct. 29, 2024. amending Dec 2010/573/CFSP concerning restrictive measures against the leadership of the Transnistrian region of the Republic of Moldova in the Official Journal.
The restrictive measures set out therein should be extended until Oct. 31, 2025.
Nov. 2025 Extension of Measures
On Nov. 11, 2025, EU CNCL published a statement concerning restrictive measures against the leadership of the Transnistrian region of the Republic of Moldova.
Concerns Dec (CFSP) 2025/2211 of Oct. 27, 2025 amending Dec 2010/573 regarding restrictive measures against leadership of Transnistrian region of Republic of Moldova.
That decision has extended the restrictive measures against the leadership of the Transnistrian region of the Republic of Moldova until Oct. 31, 2026.
