EU CNCL Sudan Sanctions Regime

On Sep. 22, EU CNCL extended sanctions regime by one year.

  • EU CNCL agreed to extend for another year the EU restrictive measures against those responsible for destabilizing Sudan and obstructing its political transition.
  • Follows EU CNCL Oct. 2023 announced restrictive measures framework, see #187761.

  • Those listed are subject to EU-wide travel ban, freezing of assets, and a prohibition on making funds or economic resources available to them, either directly or indirectly.
  • For the past two years, the war in Sudan has brutally impacted the lives of millions of civilians, with responsibility resting on the Rapid Support Forces (RSF), the Sudanese Armed Forces (SAF), and their respective affiliated militias.
  • Effectiveness
  • The sanctions regime remains in force until Oct. 10, 2026.

  • On Sep. 23, 2025, EU CNCL issued Dec (CFSP) 2025/1932 amending Dec (CFSP) 2023/2135 on measures re activities undermining stability/political transition of Sudan.
  • Art 9(1) of Dec (CFSP) 2023/2135 amended to read 10 October 2026.
  • Decision enters into force on the day following publication in the OJ, on Sep. 24, 2025.
