VIE CB drafted circular amending circular 63/2024/TT-NHNN, regulating procedures for license revocation, asset liquidation of credit institutions and foreign bank branches.
Follows VIE CB Dec. 2024 issued circular on license revocation procedures, #244681.
Amendments
Add provisions to allow application dossiers to be submitted online via National public service portal or VIE CB's portal, per resolution no. 66/NQ-CP of Mar. 2025, #246326.
In case of technical failures with online portals, submissions, related communications may be conducted via postal services or in person at VIE CB's unit and branches.
Documents submitted electronically must be PDF scans of original or certified copies.
Changes were also made to align with new organizational structure of VIE CB, where responsibilities have been transferred from provincial branches to regional branches.

Aug. 2025 Consultation Feedback
On Aug. 4, 2025, VIE CB published consultation feedback summary on draft amendments to circular 63/2024/TT-NHNN regarding administrative procedures.
Addressed concerns about reducing administrative processing times from 40 to 28 working days for liquidation procedures, simplifying document requirements, and clarifying backup submission methods when online portals experience technical issues.
Multiple banks and associations provided feedback on electronic document formats, digital signature requirements, color scanning specifications, and standardization of VIE CB regional branch terminology throughout regulations.
VIE CB accepted recommendations to shorten liquidation approval timeframes, clarify online vs. offline submission procedures, and update terminology to align with VIE GVT decree 26/2025/ND-CP on central bank organizational structure.
