Overview
Instrument made under Sanctions and anti-money laundering act 2018 to give effect to the UK’s obligations under United Nations Security Council Resolution 2653 (2022).
Resolution 2653 provides for a sanctions regime for Haiti, adopted on Oct. 21, 2022.
The UK is a supporter of sanctions in relation to Haiti at the UN Security Council.
This sanctions regime has been set up to tackle the issues threatening the peace, stability and security of Haiti following protracted, deteriorating political, institutional, economic, security, human rights, humanitarian and food security crises in Haiti.
Effectiveness
The Haiti (sanctions) regulations 2022 come into force on Dec. 28, 2022.
On Dec. 15, 2022, UK GVT issued Haiti (sanctions) (Isle of Man) order 2022 (StIn 2022/1340), to extend the Haiti regulations to the Isle of Man, effective Dec. 28, 2022.

Dec. 2023 Amendment Regulations
On Dec. 7, 2023, UK GVT issued StIn 2023/1320The Haiti (Sanctions) (Amendment) Regulations 2023, to amend Haiti (sanctions) regulations 2022; in force Dec. 28, 2023.
The instrument is made under the Sanctions and anti-money laundering act 2018 to give effect to UK’s obligations under UN Security Council Resolutions (UNSCR) 2699 (2023) and 2700 (2023) which amended UNSCR 2653 (2022); replaces targeted arms embargo against designated persons under the Haiti (sanctions) regulations 2022.
Implements embargo on supply of small and light weapons and ammunition to Haiti.
