CHI HRSS, CHI GVT issued Notice on issuing the interim measures for disability allowances for basic pension insurance for enterprise employees.
Interim Measures Overview
Clarifies that from Jan. 1, 2025, if a insured employee of the basic pension insurance for enterprise employee is completely disabled due to illness or non-work-related reasons before retirement age, the person can apply for monthly disability allowances.
The required funds will be paid by the basic pension insurance fund.
The monthly standard and payment period of disability allowances shall be determined based on the age of the insured persons and the accumulated years of payment.
The insured persons shall determine the place of benefit collection according to rules.
During the period of receiving the allowances, no basic pension insurance premiums shall be paid; if they continue to be employed, the allowances shall be stopped.
The applicants for disability allowances should hold a conclusion of complete loss of working ability issued by a labor capacity appraisal agency.
The provincial human resources and social security departments shall establish a labor capacity review and appraisal system for recipients of disability allowances.
If the review and appraisal does not meet the requirement of complete loss of working ability, the disability allowance shall be suspended from the next month after review.
If the disability allowance is obtained by fraud, forgery of supporting documents or other means, CHI HRSS shall order the return of the allowance and hold the relevant personnel accountable in accordance with relevant laws and regulations.

The interim measures will be effective from Jan. 1, 2025.
