Proposed Rule
Housing goals include separate categories for single-family and multifamily mortgages on housing affordable to low- income and very low-income families, among others.
Establishes benchmark levels for single-family and multi-family housing goals.
Proposes new criteria that would apply in assessing whether a housing plan would be required for certain single-family housing goals during the 2025-2027 goals period.
Also would revise the current regulation to refer to the multifamily very low-income housing benchmark level as a housing goal, instead of referring to it as a subgoal.
Includes criteria for when housing plans would be required for 2025-2027, and makes several technical changes to enhance clarity and conform rules to existing practice.
Consultation
FHFA will accept written comments on the proposed rule on or before Oct. 28, 2024.

On Dec. 19, 2024, FHFA published final rule on 2025-2027 enterprise housing goals.
Also published technical report on statistical forecast models developed for the rule.
The final rule is effective 60 days following its publication in the federal register.
