RUS PRL adopted law 137-FZ on amendments to the law on the protection of the rights and legitimate interests of individuals in the implementation of activities to recover overdue debt and on amendments to the law on microfinance activities and microfinance organizations" and certain legislative acts of the Russian Federation.

The law aims to improve legal regulation in the area of protecting rights and legitimate interests of individuals in implementation of activities to recover overdue debts.
The law defines the conditions and procedure for the provision by communications operators and credit history bureaus to the Federal Bailiff Service of information for verification in applications from citizens about violations committed in collecting debt.
Effectiveness
The law enters into force on Sep. 1, 2025, except for the following provisions.
Items 6, 7, 9, paragraphs one to thirteen, fifteenth to twenty-seven, thirtieth to thirty-six of Item 11 of Article 1, Article 2 of Law shall enter into force upon the expiry of ninety days after the date of entry into force of this Federal Law.
Paragraph fourteen of Clause 11 of Article 1 of this Law shall enter into force upon the expiry of one hundred and eighty days after the date of entry into force of this Law
Paragraphs twenty-eight and twenty-nine of Clause 11 of Article 1 and Article 3 of this Federal Law shall enter into force upon the expiry of four hundred and fifty days after the date of entry into force of this Federal Law.
