BRZ CB issued instruction 239 on changes to the layout of the pillar 3 report referred to in resolution 54 of Dec. 2020 and circular 3.936 of Feb. 2019, see #58522.
Background
Regulation to mitigate the effects resulting from the presence of systemically important banks at a global level, i.e., global systemically important banks (G-SIBs).
In 2018, Basel published the document Global systemically important banks, revised assessment methodology and the higher loss absorbency requirement.
It established, among other things, guidelines and procedures to be adopted by jurisdictions with a view to dissemination of information relating to G-SIBs.
Revisions
Modifications were made to layout Tables OV1, GSIB1, and CR5 of the Pillar 3 report.
The primary update to the disclosure of information related to G-SIBs involves revision to Table GSIB1: indicators to categorize financial institution as a G-SIB.
Indicator trading volume becomes part of replacement indicator as of base date 2021.
Additionally, BRZ CB corrected the links between tables in Table OV1 given that the relationship was incomplete between the reported values pertaining to the use of the standardized approach for counterparty credit risk and the use of the CEM approach.
In Table CR5, BRZ CB excluded links between tables, since the relationship established is only valid for institutions that use the simple approach to mitigate credit risk.
Effectiveness
Instruction 239 enters into force on the date of its publication.
Mar. 2022 Pillar 3 Instruction
On Mar. 29, 2022, BRZ CB issued instruction 253 re Pillar 3 report standardized tables.
Revokes prior circulars 3936, 4005, 4035, 4068 and instruction 239 of Mar. 3, 2022.
Provides online destination for standardized reporting tables; effective on May 2, 2022.
May 2023 BRZ CB Pillar 3 Report Tables
On May 30, 2023, BRZ CB issued Instruction 385 to update the standardized tables for Pillar 3 report; Ins 385 is effective on July 1, 2023; revoked Ins 253 of Mar. 29, 2022.
Instruction 424 amended Pillar 3 layout for information re the Dec. 2023 base date.
Table GSIB1 was amended to replace individual indicator trading volume and replace with Fixed Income Trading Volume and Other Trading Volume from 10.a and 10.b.
Calculation of individual indicators must be carried out as extended consolidation scope with insurance companies controlled by entities belonging to prudential conglomerate.
Amended Table CCyB1 to include including Brazil at the end of the Frequency line.
Instruction 425 stated that data required in Pillar 3 Report in the form of open data will be suspended on Nov. 29, 2023, will resume after BRZ CB determines specifications.
Tables CRE, CR6, CR7, CR8 and CR9 have also been added to the Pillar 3 Report.
Table CR5 was also adjusted because 80% of the risk weighted assets applicable to specialized financing of non-financial legal entities was not included in the table.
Instruction 424 will come into force with the above relevant changes on Jan. 1, 2024.
In addition, Instruction 425 will come into force on the date of its publication.
Follows Nov. 28, 2023,Resolution 355 to amend Resolution 54 of Dec. 2020.
Resolution 54 governs the disclosure of the Pillar 3 report to BRZ CB collegiate board.
Disclosures must be made in accordance with the tables specified in Res 355.
Oct. 24, 2024 BRZ CB Updated Tables
On Oct. 24, 2024, BRZ CB published Instruction 532 to amend Instruction 385.
Pillar 3 Report added new tables: Table CMS1, comparison between RWA calculated in the standardized approach and in the internal models approach by type of risk.
Table CMS2, comparison between RWA CPAD and RWA CIRB by categories, portfolio.
Furthermore, BRZ CB issued amendments to Table CMS1, Table CMS2, and Table MR1.
Apr. 25, 2025 BRZ CB Changes to Tables
On Apr. 25, 2025, BRZ CVM has published Instruction 612 to amend Instruction 385.
Modifications to Table KM1 to include lines to highlight regulatory capital values, its proportion in relation to risk-weighted assets (RWA) as well as the Leverage Ratio.
Table LR1 and LR2: change in filling instructions to include the transition rule related to the new provisioning model based on expected losses in the Leverage Ratio value.
Table CR2 with changes in the definition of transactions not recorded in balance sheet.
Also, Table CR5 with changes to Exposures secured by real estate, filling instructions.
Instruction 612 comes into force on Apr. 28, 2025.
Jun. 17, 2025 BRZ CB New Tables
On Jun. 17, 2025, BRZ CB issued Instruction 639 to amend Instruction 385, of 2023.
The Pillar 3 Report included 4 new tables: ORA Table, re qualitative information on operational risk management; Table OR1, which contains history of operational losses.
Table OR2, Business Indicator (BI); Table OR3: Capital requirement operational risk.
Instruction 639 comes into force on the date of its publication.
Jul. 2025 BRZ CB Open Data
On Jul. 11, 2025, BRZ CB reported publication in Communication 43487, of preview version 2.0.0 of Pillar 3 specifications of Open Data of the National Financial System.
Comments on the version may be sent by email no later than Sep. 1, 2025.
