Proposals
Rounding would be neutral for both consumers and merchants and be automatically performed by programmed cash registers according to rules established by legislation.
Rounding of final amount when paying in cash could be introduced from 2025.
This would coincide with the implementation of law regarding smart cash registers.
Changes will not apply to online trade, benefits re labor relations or state benefits.
Mar. 2024 Law Adopted
On Mar. 28, 2024, LTH CB announced that the Seimas of the Republic of Lithuania voted on the adoption of draft legal acts on the rounding of cash settlement amounts.
From May 1, 2025, the final amount of shopping cart for shoppers and customers paying in cash will be rounded off to the nearest multiple of five cents.
The measure is a step towards giving up the use of 1 and 2-cent coins.
May 21, 2024 Estonia Approval
On May 21, 2024, LTH CB advised that the Estonian Parliament approved rounding up of shopping cart final amounts for cash payments, will be applied from Jan. 1, 2025.
Follows EST GVT May 2024 approved rounding rule for cash payments, see #188995.
In both Estonia and Lithuania, rounding will not apply when payments are made by card or smart device; 1 and 2 euro cent coins will remain legal tender for payments.
Shopping basket final amount rounded up for cash payments already occurs in six eurozone countries: Ireland, Belgium, Italy, the Netherlands, Finland and Slovakia.
Jan. 2025 LTH Update
On Jan. 10, 2025, LTH CB announced that the latest Eurobarometer survey data shows that 7 out of 10 citizens would support the abolition of 1 and 2-cent coins in the EUR area as well as the mandatory rounding of the final amount of the shopping basket.
Once the rounding process begins, 1 and 2-cent coins will continue to be legal tender, meaning they will continue to be accepted for payment at points of sale/services.
LTH CB data shows that the value of 1 and 2-cent coins lost since the introduction of the EUR is more than 2mn EUR euros and a third of a 1mn EUR are lost every year.
Mar. 2025 Basic Rounding Rules Reminder
On Mar. 4, 2025, LTH CB reminded 1 and 2 euro cent coins are, will continue to be legal tender, continue to be accepted for payment at points of sale/service provision.
Rounding rule will apply only to final amount of a basket of goods or services, not to prices of individual goods, and only when paying in cash; shopping cart amount will be rounded up or down to nearest 5 cents, depending on if last digit is closer to 0, 5, 10.
Rounding rule will not apply when paying in non-cash form; paying with gift vouchers, loyalty cards; does not apply for wages and other employment-related benefits; nor for pensions, other social benefits, even in cash; in other cases established by legal acts.
