White House approved Louisiana disaster declaration, ordered Federal aid to help recovery efforts in areas affected by Hurricane Francine from Sep. 9 to Sep. 12, 2024.
Follows prior White House, LOU LEG actions related to Hurricane Francine, #225517.
Funding Eligibility
Federal funding available to affected individuals in parishes of Ascension, Assumption, Lafourche, St. Charles, St. James, St. John the Baptist, St. Mary, and Terrebonne.
Assistance can include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses, and other programs to help recovery from disaster.
Federal funding also is available to State, tribal, and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work.
Funding is available on a cost-sharing basis for hazard mitigation measures Statewide.
Sep. 17, 2024 FEMA, SBA Assistance
On Sep. 17, 2024, FEMA reported disaster aid available due to Hurricane Francine.
Aid includes grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses and other programs to help individuals and business owners.
On the same day, SBA reported that disaster aid is available to businesses, residents.
Businesses, private nonprofits may borrow up to $2mn to repair or replace damaged or destroyed real estate, machinery and equipment, inventory and other business assets.
Additionally, SBA can lend additional funds to help with the cost of improvements to protect, prevent, or minimize disaster damage from occurring in the future.
Offered Economic Injury Disaster Loans (EIDLs) to help meet working capital needs caused by the disaster; available to any business regardless of property damage.
Loans up to $500k available to homeowners to repair or replace damaged or destroyed real estate; offered $100k to repair or replace damaged or destroyed person property.
Sep. 27, 2024 Fed Reg SBA Disaster Aid
On Sep. 27, 2024, SBA published notice of the Presidential declaration of a major disaster for public assistance only for LOU (FEMA-4817-DR) due to Hurricane Francine.
Parishes impacted include Ascension, Assumption, East Baton Rouge, East Feliciana, Lafourche, Livingston, Orleans, Plaquemines, St. Charles, St. Helena, St. Martin.
Additionally, St. Mary, St. Tammany, Terrebonne, Washington, and West Feliciana.
Physical loan applications due Nov. 22, 2024; EIDL applications due Jun. 23, 2024.
Sep. 30, 2024 FEMA Survivor Aid
On Sep. 30, 2024, FEMA reported assistance available for Hurricane Francine Survivors in Louisiana, including Serious needs assistance (SNA), up to $750 per household.
SNA is money to pay for emergency supplies like water, food, first aid, breastfeeding supplies, infant formula, diapers, personal hygiene items, or fuel for transportation.
Displacement assistance money to help with housing needs if cannot return to home.
Available to eligible survivors living in Ascension, Assumption, Jefferson, Lafourche, St. Charles, St. James, St. John the Baptist, St. Mary and Terrebonne parishes who apply.
Provided qualifications; must apply for FEMA assistance by Oct. 16, 2024.
Oct. 2024 FEMA Renter Assistance
On Oct. 3, 2024, FEMA reported assistance is available to renters, including students.
Additionally, to homeowners with uninsured losses as a result from Hurricane Francine.
Including help with temporary lodging, basic home repair costs, personal property loss.
