US State Dept issued interim final rule to remove certain items from US Munitions List.
US Munitions List Removals
Amends the International traffic in arms regulations (ITAR) (22 CFR 121) to remove from the US Munitions List (USML) certain uncrewed underwater vehicles (UUVs).
Assesses that UUVs up to 8,000 pounds only provide a critical military or intelligence advantage when they are specially designed to possess certain navigation capabilities.
Revises USML entry to include UUVs specially designed to have navigation capabilities beyond the ability to follow fixed waypoints and perform collision avoidance maneuvers
Adds UUVs exceeding 8,000 pounds specially designed to operate without human interaction for longer than 24 hours or for more than 70 nautical miles to the USML.

Sought comments to assist in further refining ITAR controls on UUVs, identify possible enhancements to license exemption for UUV-related activities, due by Oct. 19, 2026.
