FINFSA EBA Default Definition Guideline

On Sep. 15, FINFSA notified compliance with default definition guideline.

  • FINFSA announced it intends to comply with EU EBA guidelines EBA/GL/2026/05 amending the earlier default definition guidelines EBA/GL/2016/07.
  • Follows EU EBA Aug. 2026 published updated guidelines compliance table, see #261017.
  • Overview
  • The amended guidelines introduce targeted changes for identifying default events in certain non-recourse factoring products.
  • The update also incorporates technical amendments resulting from CRR3 changes to prudential banking rules.
  • EBA confirmed that the 1% threshold used to assess NPV reductions in loan forbearance situations remains appropriate for default identification.
  • The guidelines continue to support the application of the default definition under Article 178 of CRR Regulation 575/2013.
  • Effectiveness
  • Application of the amended guidelines begins on Oct. 19, 2026.
