  • On Oct. 20, 2025, EU CNCL issued Dec (CFSP) 2025/2136 of Oct. 17, 2025 amending Dec (CFSP) 2023/2287 re restrictive measures in view of the situation in Niger.
  • Dec (CFSP) 2023/2287 applies until Oct. 24, 2025; on the basis of a review of that decision, the restrictive measures set out should be extended until Oct. 24, 2026.

On Oct. 23, EU CNCL set up Niger sanctions autonomous framework.

  • EU CNCL adopted a framework for restrictive measures in view of situation in Niger.
  • Background
  • On Jul. 26, 2023, a military coup attempted to oust democratically elected President Mohamed Bazoum; 2days after, General Tchiani, chief of Presidential guard, proclaimed himself President of the Conseil national pour la sauvegarde de la patrie (CNSP).
  • President Bazoum is still detained, with his wife and son, in the presidential palace.
  • New Framework
  • This new autonomous framework for restrictive measures is set to make a tangible contribution in supporting the efforts of the Economic Community of West African States (ECOWAS) towards swift return to constitutional order in Niger.
  • The EU would be able to sanction individuals and entities responsible for actions that threaten the peace, stability and security of Niger, undermine the constitutional order, democracy, the rule of law, or constitute serious human rights violations or abuses, or violations of applicable international humanitarian law in Niger.
  • The restrictive measures consist of and asset freeze and prohibition to make funds available for individuals and entities, as well as a travel ban for individuals.
  • In order to safeguard the timely delivery of humanitarian assistance or activities that support basic human needs in Niger, regime includes a humanitarian exemption to the asset freeze measures in coherence with UN Security Council resolution 2664 (2022).
  • Oct. 24, 2023 Official Journal
  • On Oct. 24, 2023, EU CNCL issued Dec (CFSP) 2023/2287 and Reg 2023/2406 of Oct. 23, concerning restrictive measures in view of the situation in Niger, in force on the day following that of publication in the Official Journal of the EU, on Oct. 25, 2023.
  • Oct. 2024 Extended Measures
  • On Oct. 14, 2024, EU CNCL issued Dec (CFSP) 2024/2702 of Oct. 14 2024 amending Dec (CFSP) 2023/2287 concerning restrictive measures in view of the situation in Niger.
  • On the basis of a review, the restrictive measures are extended until Oct. 24, 2025.
