BEL PRL adopted bill 56K1467 in its version DOC 56 1467/003 amending the Act of 19 July 1991 on population registers, identity cards, foreigner cards and residence documents, with a view to the creation of a central register for the issuance of certificates of registration.
Purpose
This bill modernizes the registration certificate by issuing electronic certificates and creating a central register to replace the manually maintained municipal registers.
This centralization enables better oversight by the Immigration Office, administrative simplification, and enhanced efforts to combat identity and document fraud.
The arrangements for recovering certificate production costs are aligned with those for electronic cards, with the option for municipalities to levy an additional fee.
The register will contain data relating to the holder, national register number, photo, signature, and the certificate e.g., dates, number, reason, access to the labor market.
Effectiveness
The amendments enter into force on Nov. 1, 2026; royal assent, publication to follow.
