UK GVT issued Digital Markets, Competition and Consumers Act 2024 (Commencement No. 2) Regulations 2025 (StIn 2025/272) and note related to consumer savings.

Second Commencement Regulations
This 2nd commencement regulations made under the Digital Markets, Competition and Consumers Act 2024 (DMCCA 2024 or Act) brings certain provisions into force.
Impact Assessments on Consumer Regime
In reference to impact assessments completed for the Digital Markets, Competition and Consumers Bill, introduced to UK PRL on Apr. 25, 2023.
These contain assessment of reform's effects to the consumer regime and impact on the costs of business, the voluntary sector, and the public sector.
Effectiveness
Provision part 3 on enforcement of consumer protection law, confers enforcement powers, and makes provision about other remedies, related to breach of protections.
In context of infringing consumer protection law, and this provision is eff. Apr. 6, 2025.
Also, ch. 1 (protection from unfair trading) of Part 4 (consumer rights and disputes), except sections 232, 234 and 235 which relate to consumers’ right of redress.
As per right of redress in relation to unfair commercial practices, also eff. Apr. 6, 2025.
Chapter 1 of Part 4 of the Act repeals and replaces the Consumer Protection from Unfair Trading Regulations 2008 (S.I. 2008/1277), also in force from Apr. 6, 2025.
Also refers to ch. 3, Part 5 (miscellaneous), s. 327(2) (duty of expedition on UK CMA and sectoral regulators) re insertion of Part 3 (consumer functions) of sched 4A.
Schedule 4A refers to functions to which UK CMA's duty of expedition applies into the Enterprise and Regulatory Reform Act2013 (c. 24), and this is also eff. Apr. 6, 2025.
Part 6 (general) s. 335 along with specified paragraphs of sched. 30 (minor and consequential amendments), and all relevant schedules are also eff. from Apr. 6, 2025.
Regulations also bring into force ch. 3 on consumer savings schemes of Part 4 of, and sched. 24 (excluded arrangements) to, the Act on Jan. 1, 2026.
This is to the extent that they are not in force immediately before that date.
