Main Points
EU Reg 2024/900 imposes new obligations regrading transparency and targeting of political advertising; it grants additional powers to FR CNIL, which is already engaged in interpreting the text's key concepts, in conjunction with the stakeholders concerned.
FR CNIL is designated as the competent authority to ensure the application of articles which strictly regulate the use of personal data for political communication purposes.
E.g., requirement for explicit consent; collection of data directly from data subjects.
Prohibition of profiling based on the personal data of minors; prohibition of profiling based on sensitive data; obligation to keep a register; details will be available online.
FR CNIL has initiated an update of its online content which will, soon, cover the regulation's main contributions and concrete recommendations to help stakeholders.
Effectiveness
The Regulation 2024/900 will be fully applicable from Oct. 10, 2025.
