On Dec. 23, UK SCT GVT issued regulations relating to buildings.
UK SCT GVT published the Energy performance of buildings (scotland) regulations 2025 (StIn 2025/417), which introduce a new framework and replace the previous 2008 regulations governing Energy Performance Certificates (EPCs) in Scotland.
Key Changes
Regulations reform EPCs to better support Scotland’s net zero and climate goals.
Includes new format, content for EPCs to be clearer and more useful to consumers.
Provides updated calculation methodology, including adopting the UK Home Energy Model (HEM) for domestic buildings, and also for domestic buildings, EPC will include: heat retention rating; heating system rating; energy cost rating; CO2 emissions.
EPCs will now be valid for 5 years, not 10 and, for non-domestic buildings, new ratings such as an Energy Performance Rating and Energy Use Rating will be introduced.
There will be stronger quality assurance, new technical infrastructure through the creation of a new EPC register and updated technology and calculation methods.

The regulations enter into force on Oct. 31, 2026.
