On Aug. 7, 2025, RUS GVT announced an increase the level of compensation to banks for preferential mortgage loans issued from Aug. 7, 2025 to Nov. 1, 2025 in order to support the Family Mortgage as well as the Far Eastern and Arctic Mortgage programs.
This will support the issuance of preferential mortgage loans within the current economic situation, taking into account the monetary policy pursued by RUS CB.
The increased level of compensation corresponds to the difference between the key rate increased by 2.5 percentage points and the maximum rate under the programs.
The regulator notes that the preferential mortgage loans issued for individual housing construction, compensation corresponds to the difference between the key rate increased by 3.0 percentage points and the maximum rate under programs.
On May 20, RUS GVT continued preferential mortgage programs.
RUS GVT stated that conditions for preferential mortgage programs (family mortgage, preferential mortgage, far east and arctic mortgage) to be recorded in the e-budget.
Summary
The subsidy provision form for these programs is changing and RUS GVT resolutions implementing these programs are canceled and replaced by new decisions.
Also, subsidy conditions for these programs will now be recorded in the Electronic Budget, a state-integrated information system for public finance management.
Changes to these programs include: extending the "Far East and Arctic Mortgage" to citizens involved in war, families of those who died regardless of age/marital status.
They also remove the requirement for a 5-year work experience for medical and educational workers and increase the maximum loan amount to 9mn RUB for purchasing secondary market housing, finished housing, or housing with land.
The total limit for compensating firms for lost income is increased to 4.84tn RUB and 6.19tn RUB for the "Family Mortgage" and "Preferential Mortgage" programs, the total limit for compensating organizations for lost income is increased respectively.

On Jul. 19, 2024, RUS GVT published interview with minister of finance of the Russian Federation Ivan Chebeskov on how the preferential mortgage program changed.
Feb. 2025 Optimization
On Feb. 5, 2025, RUS CB optimized conditions for banks issuing preferential loans, increasing reimbursement to banks for family mortgages in the Far East and Arctic.
For banks, the level of reimbursement for the entire term of preferential mortgage loans will increase 3 percentage points for loans issued from Feb. 7 to Aug. 6, 2025.
In particular, for loans used for the purchase of family housing in apartment buildings.
Also, as part of the initiative the level of reimbursement increases to 3.5 percentage points for loans issued in the same period for individual housing construction.
These norms are enforced by decision of RUS GVT published in the e-Budget system.
Mar. 2025 Mortgage Program Expanded
On Mar. 14, 2025, RUS GVT expanded the family mortgage program to apply to the secondary market in cities where no more than two houses are being built.
The new conditions will be in force on Apr. 1, 2025 and will improve housing conditions of Russian families living in communities where virtually no new housing is being built.
